As Portland’s housing crisis continues, courts seem to be behind landlords and protection for tenants is scarce. Advocacy groups have taken to protesting. On Thursday, September 22, the Community Alliance of Tenants (CAT) and others launched Secure Homes for Oregon Families, a statewide campaign to add “just-cause” tenant protections and end a state ban on rent stabilization, which limits how much a landlord can raise rent.
